Campus Intervention Teams

The Texas Education Code (TEC) requires that some campuses in Texas form a Campus Intervention Team (CIT). If a campus is rated academically unacceptable for the current school year, the campus is required to form a CIT. A CIT remains until the campus is rated academically acceptable for a two-year period.

TEC requires that the CIT fulfill several responsibilities including:
  • Conducting a comprehensive on-site evaluation
  • Developing of a School Improvement Plan (SIP)
  • Assisting in monitoring the implementation and progress of the SIP

At least fifty percent (50%) of the membership of a CIT must be external to a district or charter holder  To qualify as an external member of a CIT an individual may not be an employee of the entity and may not have a contractual relationship to the entity through either a management company or services contract.  The external member of a CIT maintains direct contact with the Texas Education Agency (TEA). In this role the external member is responsible for timely and accurately submitting all reports or information requested by TEA. All external CIT members must minimally possess:
  • a proven record of excellence in producing and maintaining high levels of student performance
  • understanding of current accountability systems (AEIS, PBMAS and AYP)
  • knowledge of research-based practices to address the area(s) of low performance identified for a campus
  • proficiency in the use of technology for work productivity

If you are interested in serving as an external member of a Campus Intervention Team in a Texas school for the 2010-2011 should year, you must complete an online application process.   The Texas Turnaround Center, in collaboration with the Texas Education Agency and the School Improvement Resource Center, has developed this process to create a network of Professional Service Providers who provide technical assistance to underperforming campuses in both the state and federal accountability systems.  External Campus Intervention Team members are considered part of this network. To this end, close attention should be given to the professional development commitment requirements. The required professional development will enhance the skills necessary to provide a differentiated approach to meeting the needs of underperforming campuses. All individuals who are interested in applying for eligibility as an external CIT must log fill out an application. This includes individuals currently serving as external CIT members as well as those who completed the registration process in 2009-2010. Here is a list of those who to date have successfully completed the registration process to serve as an external member of a Campus Intervention Team during 2009-2010.  Campus Administrator Mentors (CAMs) and Technical Assistance Provider (TAP) are also welcome to apply to serve as an external CIT member.
