External Campus Intervention Team Member Application for Eligibility Process 2010-2011

Introduction
                         
Campuses identified as Academically Unacceptable under the Texas Accountability System are required to establish a Campus Intervention Team (CIT). TEC §39.1323 specifies the roles and responsibilities of individuals serving as internal and external members of campus intervention teams. The following indicates the requirements for each Campus Intervention Team.

  • Each team is composed of a minimum of two members.
  • At least 50% of the membership is external to the district or charter holder; with at least one member that is internal to the district or charter holder (employee of district or charter holder). 
  • External members are not to have any other contractual relationships with the district.
  • Those interested in applying for eligibility to serve as an external CIT must have a proven record of excellence in producing and maintaining high levels of student performance and demonstrate knowledge of research-based practices that address the identified areas of low performance for the campus served.

The 2010-2011 process for assignment to schools as an external CIT member requires submission of an application for eligibility with commitment to required professional development.

New Applicants

The submission of a completed application by new applicants was required for consideration. New applicants are those who are not currently serving as an external CIT and/or did not register for consideration during the 2009-2010 academic year.  Click here for a list of those who successfully completed the registration process to serve as an external member of a Campus Intervention Team during 2009-2010.  Selected individuals will be contacted for participation in an interview. New CIT members will be considered for eligibility to serve Year 1 Academically Unacceptable campuses.

Current External CITs

Those currently serving as an external CIT member were required to update their application.  Additionally, contact information for the principal and internal CIT member for campus currently being served will be requested.  A feedback survey will be sent by the Texas Turnaround Center to the identified team members. Current CIT members will not be required to participate in an interview, but are still subject to TEA approval and assignment. Experienced external CIT members may apply to serve Year 1 and above Academically Unacceptable campuses.

 

NOTE: External CITs who were assigned to an AU campus by TEAin 2009-2010 but who did not complete the 2009-2010 CIT registration process were required to complete the full 2010-2011 application process.

Applicants Who Registered in 2009-2010

Those who completed the registration process for 2009-2010, but were not assigned to serve as an external CIT member were required to update applicable information.  A list of those who successfully completed the registration process to serve as an external member of a Campus Intervention Team during 2009-2010 is available here.

An interview will be required for eligibility for those who registered last year but did not serve as a CIT this year. Those who are selected for interviews will be contacted.

Currently Approved TAPs and CAMs

Those currently approved by the School Improvement Resource Center (SIRC) to serve as a Campus Administrator Mentor (CAM) and/or Technical Assistance Provider (TAP) have undergone a rigorous application process and were extended the privilege of forgoing completion of the full CIT application. However, submission of an updated application was required. The Texas Turnaround Center and SIRC will collaborate to secure application records and verify approval. With SIRC recommendation, current CAMs and TAPS will be considered eligible for CIT recommendation upon completion of the required professional development. These individuals will then be eligible to serve Year 1 and above Academically Unacceptable campuses.

Required Professional Development

Eligibility to serve as an external CIT requires attendance and participation in professional development which will take place at the Westin Austin at The Domain, scheduled for the week of July 26th-30th. Submission of the application indicated the applicant’s agreement and understanding that participation in the required training will be at one’s own expense and must occur for completion of eligibility requirements. Only those applicants who are notified of approval will be invited to the professional development and receive a detailed schedule. Sessions will be tiered according to the following criteria.

Applicants will be required to select the level of service for which they are applying. Specific sessions are designed for those who desire to serve Year 2 Academically Unacceptable campuses and above, in addition to the following:
